Statutory Purpose:
The Legislature established NIDCAC in 1987 to study and suggest ways to improve the collection, use, and exchange of electronic data among state agencies and political subdivisions. Section 81-2313 requires NIDCAC to make annual recommendations to the Governor, Legislature, and Supreme Court.
As set forth in Sections 81-2307 and 81-2308, the purpose of the Council is to:
Assure the efficient collection, use, and exchange of information among state agencies and governmental subdivisions
- Study and make recommendations concerning the data processing and communications needs of the state and its political subdivisions
- Seek to eliminate duplication of effort through coordination of related projects
- Promote flexibility in the collection, use, and exchange of information in anticipation of future needs of the state and its political subdivisions
- Identify and recommend data processing applications in anticipation of the future needs of state and local governments
- Promote intergovernmental exchanges of data and technical expertise
Role and Mission
In 1995, NIDCAC adopted the following mission statement: "NIDCAC exists to improve service to Nebraskans by encouraging state agencies and political subdivisions to share their information."
This mission statement emphasizes the intergovernmental nature of NIDCAC and its statutory focus on data sharing to improve government services and efficiency. NIDCAC also identified four roles for carrying out this mission:
- Increase awareness of the importance of information sharing.
- Spearhead multi-jurisdictional efforts to collect, exchange, and use information.
- Work for standards to make it easier to share data among state and local agencies.
- Simplify data sharing among subdivisions and agencies by providing guidelines for planning and implementation.
